The duty of the individual townships, prior to the year eighteen hundred and seventy, it was based on the care for the poor of Venango County.

On April the thirteenth, in the year eighteen hundred and seventy, there was an act that had been passed by the legislature which had appointed overseers of the poor, the county commissioners.

To house the indigent, the disabled, and the insane, the commissioners had been authorized to supervise the building, as well as the administration of a facility.
